Public service professionalisation

Meanwhile, the Cabinet has approved a National Implementation Framework towards the Professionalisation of the Public Service. This follows publication of the Framework in 2021 for public comment.

In a statement on Thursday (20 October), the Cabinet said the Framework outlines five pillars on interventions in professionalising the public service.

“The pillars include pre-entry recruitment and selection within the Public Service, induction and onboarding, planning and performance management, continuous learning and professional development, and career progression and career incidents,” it added.

Directors-General’s conditions of employment

Additionally, the Cabinet approved a report that makes several proposals on strengthening the capability and capacity of Directors-General in South Africa’s public service.

One proposal would see the Director-General in the Presidency also assuming the role of Head of Public Administration. In provincial governments, the Director-General in the Premier’s office would also be the Head of Administration in the province.

“The revised Performance Management System for DGs is being revised to align it with the approved changes,” the Cabinet added.

The Acting Minister of Public Service and Administration, Thulas Nxesi, will outline the Framework at a media briefing scheduled for next week.

He is also expected to unpack the approved changes in the conditions of employment for DGs.
